  • 3.1: Research and Development

      NTA employed a variety of systems engineering processes, principles and practices to resolve complex technical issues to support V-22 Research and Development efforts. The NTA Team performed integrated technical planning/management of the technical program, requirements management, risk identification/management, development, production, and sustainment assessments and ensured adherence to technical policies and procedures across the V-22 platform. NTA performed systems requirements, functional and logistics support analyses and recommended appropriate tailoring of applicable Military Specifications, Standards and Performance Specifications and other Government documents. NTA additionally supported system level Requirements Reviews, technical working groups and participated in Risk Management Board meetings, tracking and facilitating closure of action items assigned to Systems Engineering.

  • 3.2: Engineering

      NTA provided systems engineering, analysis, design, development, and reliability studies in support of the V-22 program. Engineering services included device design reviews, system engineering studies, procedural documentation development and evaluation, systems engineering plan development and evaluation/analysis of fleet engineering problems. This effort included conducting systems engineering analyses, design, development, associated reliability studies, and engineering services requirements for both CV-22 and MV-22 aircraft/systems.

  • 3.3: Modeling and Simulation

      NTA provided fundamental processes in this functional area for the V-22 program for both financial and logistics modeling and simulation. NTA utilized both static and dynamic modeling/simulation techniques to support comprehensive logistics planning, provisioning and financial requirements assessments.

  • 3.4: Prototyping, Pre-Production, Model-Making, and Fabrication

      NTA provided engineering assistance in the prototype design, testing, and implementation of the Airborne Expendable Countermeasures (AECM) system and associated support equipment improvements. NTA analyzed requirements and provided an analysis of the projected Total Ownership Cost associated with the prototype designs and implementation of design changes. NTA’s efforts also included the development and creation of prototype drawings by means of AutoCAD to establish specifications necessary for procurement of AECM hardware.

  • 3.5: System Design Documentation and Technical Data

      NTA provides engineering and technical analysis in reviewing Engineering Change Proposals (ECPs) and the evaluation of impacts for the V-22, H-60 and F-18 programs. NTA efforts include analysis of impacts due to ECPs, and other program changes and development of appropriate change packages. This also includes Development of Navy Training Systems Plans (NTSPs), User Level Support Summaries (ULSS), Integrated Logistics Support Plans (ILSPs) and associated engineering and design documents. NTA also conducts configuration assessments, including ECPs, Immediate Rapid Action Changes (IRACs), and other source data required to update technical manuals/design documents.

  • 3.6: Software Engineering, Development, Programming, and Network Support

      NTA designed an easy-to-maintain, dynamic content, web based database for F-18 logistics analysis/planning and provided a preliminary design of an interactive intranet financial planning database. These projects included the means to track data for each item, maintain multiple sets of content for specific audiences, and maintain link structure. NTA also developed and implemented a data backup plan, developed Network documentation, developed automatic system backup software, and provided software engineering support. NTA ensured that these support environments included technology and organizational capabilities incorporating content creation and maintenance, content management, and user administration functions.

  • 3.7: Reliability, Maintainability, and Availability (RM&A)

      NTA provides engineering and systems engineering services in support of the H-60 and F-18 programs. Our efforts include: reliability and maintainability analyses and prediction; failure modes and effects analysis; criticality analysis; and maintenance engineering assessments. NTA developed Supportability Analysis Records (SAR), updated the Level of Repair Analysis (LORA) and conducted and documented LORA using MIL-HDBK-502 and MIL-STD-1390D as guidance. NTA also analyzed/updated the progressive Functional Requirements Identification study, the Failure Modes and Effects Analysis (FMEA) and updated the Reliability Centered Maintenance (RCM) analysis using MIL-STD-2173.

  • 3.8: Human Factors Engineering

      NTA provided human factors engineering support for the AECM, Computer Based Training (CBT) and Computer Based Cutaways for Parachute Flares, RT-1489/ALE (GEN-X), and RR-129 series Chaff systems. NTA completed our User Interface (UI) design encompassed design of the overall UI concept and principles, analysis of the user’s tasks and workflows, compliance of the UI with the design requirements, and conformance with application-specific standards and guidelines. NTA also completed Human Factors Analysis, including function analysis, task analysis, cognitive task analysis, human performance evaluation, workload and situational awareness analysis.

  • 3.9: System Safety Engineering

      NTA provided system safety engineering support for the AECM program. Efforts included development of a System Safety Program Plan in accordance with MIL-STD-882 that described the tasks and activities required to identify, evaluate and eliminate hazards or reduce associated risk to an acceptable level. NTA also conducted a comprehensive Safety Assessment of proposed designs and developed an overarching program Safety Assessment Report.

  • 3.10: Configuration Management

      NTA provided comprehensive Configuration Management services to the Naval Aviation Training Systems (PMA-205) and Tactical Training Ranges programs. Efforts included development of first ever PMA-205 configuration management, configuration, information exchange and configuration data forecasting via automated information systems. NTA conducted Preliminary/Functional Configurations Audits and coordinated Naval Air Technical Data and Engineering Service Command to obtain Technical Directive Numbers for status tracking and monitoring of TD development, validation, verification, and installation.

  • 3.11: Quality Assurance

      NTA performs Quality Assurance (QA) related tasks for the V-22, H-60, and F-18 programs. NTA’s process incorporates system design, development, analysis, and evaluation as a systematic approach to designing materials to achieve specified quality objectives. Interaction with the customer, performed in parallel with the development process, mitigates risks associated with this evolving and complex system. NTA employs quality control processes to continue the collective identification of all areas to ensure appropriate updates and upgrades of required system devices, system specifications for devices, curriculum, and necessary material. NTA’s Quality Management System is in compliance with ISO Standard 9001:2008. Our certified registrar is SAI Global.

  • 3.12: Information System (IS) Development, Information Assurance (IA),
    and Information Technology (IT) Support

      NTA provided help desk and systems support functions for multiple Naval District Washington and Tactical Training Ranges program NT equipment users. This effort involved providing customer service, technical assistance and problem resolution and included IPX and TCPIP protocols, installation of new hardware and software, development of databases, and the development and instruction of an Excel class for basic and advanced program functions. NTA designed an easy-to-maintain, dynamic content, web-based database for the Aviation Ordnance Officer Career Progression (AOOCP) Electronic Schoolhouse and provided a preliminary design of an interactive, intranet-based financial planning database. NTA also provides IA support for the F-18 and V-22 programs.

  • 3.13: Ship Inactivation and Disposal

      NTA provided services to the NAVAIR Air Ship Integration team. NTA assisted its clients with shipboard inactivation/disposal support in determining suitability for release of data/hardware and provided input/recommendations for removal and appropriate disposition of applicable materials. NTA also ensured that critical equipment was safeguarded and prepared for destruction in accordance with the appropriate Navy instructions and directives. Additionally, NTA ensured proper documentation preparation for the sale of excess materials by the Defense Reutilization and Marketing Service.

  • 3.14: Interoperability, Test and Evaluation, and Trials Support

      NTA is responsible for assisting in planning and conducting the Test and Evaluation Programs for the V-22 Osprey tilt rotor aircraft. NTA implements systems engineering approaches to enable interoperability in support of Government requirements and the Joint Process Action Team for the T-45 and T-6 trainer aircraft interoperability.

  • 3.15: Measurement Facilities, Range, and Instrumentation

      NTA provides acquisition management, engineering and analytical support to the Navy’s Tactical Training Ranges Program. This office provides range instrumentation for training in a realistic environment for all land-based, sea-based, and underwater Tactical Training Ranges worldwide. NTA assists the client in achieving acquisition milestones, implementing and maintaining functional network operability and communication, refining TACAIR and SEA Combat Ranges Configuration Management, and facilitating the expansion of selected ranges. NTA also assessed, evaluated, and monitored ongoing Metrology and Calibration operations and policies to implement and assure conformance with Navy maintenance and quality guidance. In addition, NTA ensured that activities under the Type Commander adhered to projected recall schedules throughout the fiscal year, and monitored message traffic from other activities to ensure that requests for unscheduled calibration services were kept to an absolute minimum. In addition, NTA conducted periodic reviews of MEASURE Inventory and Maintenance Material Readiness List/Individual Material Readiness List (IMRL) data records to ensure that only those supported activities received prepaid calibration services funded by the Fleet Calibration Program.

  • 3.16: Acquisition Logistics

      NTA provides comprehensive Acquisition Logistics Support services for the V-22, H-60 and F-18 programs. Our efforts include Acquisition Logistics Support Plan development, alternative Integrated Logistics Support (ILS) strategies development and the development of Acquisition Logistics Support (ALS) data requirements and development of Contract Data Requirements Lists (CDRLs) and Data Item Descriptions (DIDs). NTA also provides recommendations for the development of Life Cycle Cost and Total Ownership Cost Management, Logistic-Cost-Readiness-Supportability analysis, and Configuration Management in support of assigned programs.

  • 3.17: Supply and Provisioning Support

      NTA has participated in all aspects of supply and provisioning including developing Interim Support Packages and identifying improvements to the provisioning process. NTA has participated in pre-provisioning and provisioning conferences in support of unmanned vehicles, training systems and various types of ordnance. We have performed assessments based on failure modes and effects analysis, failure data for similar systems, reliability and maintainability data, such as Mean Time Between Failures (MTBF), Mean Time to Repair (MTTR), Turn-Around-Time (TAT), and assessed pipeline requirements to establish the range and depth of spare and repair parts required to provide optimum supply support for each system or item assessed.

  • 3.18: Training Support

      NTA provided technical expertise regarding training programs and instructional systems, and provides engineering, acquisition logistics management, and technical services to support the design, development, acquisition, evaluation, certification and life cycle support of training, instructional systems and devices. NTA produced full-scale instructional systems using the five-phased Instructional Systems Development process and validating/verifying the training system design in support of NAVAIR PMA-205 and the Navy Tactical Training Ranges program. Throughout this process, NTA incorporated continuous formative, summative, maintenance, and situational evaluations. NTA also conducts analyses, studies, and investigations for the acquisition and logistics support of training programs and systems, including curriculum development, Computer/Web Based Training, Interactive Courseware, Computer Based Cutaways, Computer Managed Instruction, Advanced Distributive Learning, and the hardware and software associated with ADL/communications.

  • 3.19: In-Service Engineering, Fleet Introduction, Installation and Checkout

      NTA provides technical support to the V-22, F-18 and H-60 programs. We conduct continuous on-site technical liaison and provide guidance for logistics support, maintenance engineering efforts, personnel training, and training equipment. NTA also actively participates in the Integrated Product Team process and provides supportability and maintainability technical coordination between the Government and the Fleet regarding IETMs/Technical Manuals, instructional systems, and Integrated Logistics Support. In addition, NTA’s technical experts provide technical interface to fleet personnel in operation/maintenance subject areas of expertise during the development and sustainment of the applicable programs.

  • 3.20: Program Support

      NTA applies operations research techniques such as modeling, optimization, and simulation to support program management decision-making. NTA personnel develop and automate program documentation, develop acquisition specifications and data requirements, and assist with budget formulation, justification, and execution for F-18 and V-22 programs. We analyze program and related documentation, and recommend management control techniques; develop program plans; and generate technical and management information, data and reports. NTA also provides support to draft, review, edit and evaluate inputs to technical documentation NTA also performed site evaluation surveys and provided recommendations for program planning, budgeting, and workload requirements documentation. In addition, NTA prepared program-planning briefs, developed and maintained work plans, and attended planning meetings, expositions, and planning conferences.

  • 3.21: Administrative Support

      NTA provides planning, development, status reporting, technical review support, technology development, and life cycle/financial management support for a wide array of NAVAIR/NAVSEA clients, to include Naval District Washington. NTA provides administrative support for planning, budgeting, contract and systems/program management execution functions required to procure and/or produce, render operational, and provide life cycle support to technology-based systems, activities, subsystems, and projects.

  • 3.22: Public Affairs and Multimedia

      NTA employed a variety of public affairs and media relations techniques in support of the V-22, H-60 and F-18 programs. NTA developed materials that created a consistent message regarding program development efforts and current status. Specific efforts included presentation template and presentation folder development, review/critique and recommendations for program information on command website and development of miscellaneous information dissemination products (brochures, tri-folds, success stories compilation).
